About
Texas bills, graded with the receipts attached.
Site
Monitoring the Session is a Current Revolt project. It reads every bill of the Texas Legislature the day it is filed. The reader grades bills against a published list of patterns and shows the clause that earned the grade.
The 89th session archive holds all 11,503 measures filed in the 2025 regular session. Any change since the first read carries a dated Corrected note or an editor's call.
A missing bill, portrait, donor list or grade is a gap in our import, never a claim that the thing does not exist.
Author lists are the state's listed roles. Some Senate records end in "et al." Record votes come later than committee votes. Resolutions that congratulate people are kept in the record and hidden from the feed by default.
Grading
The reader tests 11 of the 15 patterns from the bill text. The other four need records it does not read yet, so each shows Not tested yet. A model reads the bill version named on the receipt. That may be the introduced bill or a later version. For each pattern it matches, it must quote the clause. We check every quote against the bill text by string match before it is shown.
Each bill gets one of three results: No flags, Smells or Certified scam.
The editor can overrule any grade and the override shows on the receipt. A grade is analysis, not an accusation. Nothing on this site says anyone broke the law.
Every bill gets a first read the day it lands. Initial review means that first read. Reviewed means a second, independent read agreed with the grade, each charge's quote was checked against the bill text, and the headline was checked, or the editor decided it.
Needs review means a second, independent read disagreed with the first on a charge or the headline. The bill keeps its grade until the editor decides.
Certified scam means the editor read the bill and signed off on the charge.
Review requests are anonymous. We keep a count per bill and, for two days, a scrambled marker that stops repeat clicks.
No flags means the reader found none of the patterns it checks. It is not a finding that the bill is good or harmless.
Smells means the reader found at least one of the patterns it checks and listed it as a charge, quoting the clause behind it.
Corrections
Spot an error? Email [email protected] with the page and what's wrong. If the record backs you up, we fix it. Fixed text on a bill page carries a "Corrected" note with the date.
