Monitoring the Session

Patterns

A pattern tag is not a Certified scam grade.

Every bill gets a first read the day it lands. Initial review means that first read. Reviewed means a second, independent read agreed with the grade, each charge's quote was checked against the bill text, and the headline was checked, or the editor decided it.

Needs review means a second, independent read disagreed with the first on a charge or the headline. The bill keeps its grade until the editor decides.

Certified scam means the editor read the bill and signed off on the charge.

Derived stocks: tagged measures in the 90R published record. Each measure counts once per pattern. Snapshot not recorded.

Examples show up to three measures from each pattern's list. A measure may carry several patterns. Grades, headlines and charges follow the published record.

A pattern only counts when the reader can quote the clause that triggers it. Each bill gets one of three results: No flags, Smells or Certified scam. The editor can overrule any of them.

Headline, summary and grade are analysis of the bill text, not a finding about any person.
