Summary

Comparing returns to tally lists goes from allowed to required.

The bill changes one word in the Election Code so that the canvassing authority must compare precinct returns with the matching tally lists, instead of merely being allowed to. It touches county and local canvassing authorities and the presiding judges of election precincts. Every canvass would now include a returns-to-tally-list check, and discrepancies would be caught and corrected by the precinct's presiding judge.
