The bill changes the rule for ballot scanners bought or used by authorities running central counting stations. Under the new text, any such scanner must use only a data storage device that cannot be modified once written without making the device unreadable, and the old limit to centrally counted optical scan systems and discs is removed. Counties and other election authorities running central counting stations would have to buy or use only scanners that meet this write-once storage rule starting September 1, 2025.
