The bill orders the Texas Department of Transportation to keep a state highway route between Eagle Pass and Laredo, including Farm-to-Market Road 1021, maintained well enough to support economic development and border security. It touches the department and the communities and travelers along that border corridor. Starting September 1, 2025, the department carries a standing duty to maintain that specific route, though the text sets no standard, deadline or funding beyond "sufficiently maintained."
