Summary
Must touch no more than two counties under 10,000. The caption just says “certain counties”.
This bill widens who can use an existing state grant program that pays for public improvement projects in unincorporated communities. Right now the program covers only a border county with 3,000 or fewer people that touches at least three counties of under 10,000 people, and the bill adds a second kind of county: a border county under 7,000 people that touches no more than two counties of under 10,000. More small border counties could apply for these grants starting immediately on a two-thirds vote, or September 1, 2025.
