Summary

Registrars and county clerks hand over certified copies free.

The bill makes state and local registrars and county clerks give homeless Texans a free certified copy of their birth record. It also tells the state's driver's license agency to set up a way to verify homeless status and waive the fees for a driver's license or ID card, accepting a letter from a shelter, a transitional program, or a local law enforcement agency. Homeless applicants cannot be required to give a physical home address, and the waived license and ID fees are covered from an existing fee exemption account, only while that account has money.
