Any qualified voter with training can watch.
The bill rewrites the rules for who can serve as an election watcher, dropping the requirement that a watcher be a voter in the county, part of the county, or local district holding the election. A watcher now only has to be a qualified voter and complete the required watcher training. Starting September 1, 2025, campaigns and parties can send registered voters from anywhere in Texas to watch elections outside their home county or district.
