Summary

Starting September 1, 2026.

The bill creates a new state license for private security guards who work on public school campuses and requires any such guard to hold it starting September 1, 2026. It touches school districts, security companies, and guards, who must already hold a security commission or personal protection license and then complete the same training required for school police and school resource officers, plus a new school-based course set by the state commission. Schools that hire contract guards, or that use a contract guard to meet their armed-security requirement, must use these specially licensed officers, and the Texas State University training center must let applicants take its active-shooter courses.
