THE TEXT

…“"remote vehicle disabling technology" means any application or device, including software, firmware, or hardware, that, when activated or engaged, allows a person to disable the operation of a motor vehicle”

Bill text, introduced version (I)

The term is labeled "remote," but the definition never requires the device to work remotely. Any hardware or software that lets a person disable a vehicle could qualify, which reaches well past the remote kill switch the label names.

Summary

The label says “remote.” The definition never requires it. Plus a right to own gas-powered vehicles.

The bill bars owners from registering any vehicle equipped with "remote vehicle disabling technology" for use on public roads, and it says no one may be stopped from owning a gas-powered vehicle or driving it themselves. It touches vehicle owners, carmakers, dealers and anyone selling vehicles with software or devices that can shut a car off, except court-ordered ignition interlocks. On September 1, 2025, vehicles with that technology could no longer be registered in Texas, and a stated right to own and personally drive a combustion-engine vehicle goes into the Transportation Code.
