Summary

No more board appointments. Owners pick.

The bill ends the power of a homeowners' association board to appoint someone to fill an empty board seat. Instead, when a seat opens, the board must order a special election so owners pick the replacement. The person elected serves only until the next regular board election, not the rest of the old term.
