Summary

State money even without federal match. No deductibles.

The bill requires Texas Medicaid to pay for abortion, FDA-approved contraception, and voluntary sterilization, using state money even when federal matching funds are not available. It also requires health benefit plans to cover the same services, plus pain and anxiety management for inserting or removing contraceptive devices, with no deductibles, coinsurance, prior authorization, or other limits. It repeals current rules that let plans cover elective abortion only through separate coverage with a separate premium, and those changes apply to plans issued or renewed on or after January 1, 2026.
