Summary

Ribbon optional.

The bill lets the state agency that manages state buildings hold a dedication ceremony when a new state building opens. It lets that agency spend up to $20,000 of tax money per ceremony on food, soft drinks, flowers and decorations it is normally barred from buying, and lets it take gifts and donations from any source to pay for the event. Nothing else changes; alcohol stays off the list, and the rule starts immediately with a two-thirds vote or September 1, 2025 otherwise.
