Summary

Cities of 460,000 or more with EMS outside the fire department.

The bill changes which cities fall under a special civil service system for emergency medical services workers. It covers cities of 460,000 or more people that run EMS outside the fire department and either use a city manager government or used one on the day they adopted the system. On the ground, a covered city that later drops the city manager form keeps its EMS workers under civil service instead of losing coverage.
