The bill blocks civil lawsuits against a person who reports someone else's suspicious activity to the proper law enforcement authority. It covers anyone who makes such a report, but only if they acted as a reasonable person would and reasonably believed the activity was, or helped further, a crime such as terrorism. Starting September 1, 2025, a person sued over a qualifying report made after that date can have the suit barred, while unreasonable or bad-faith reports stay open to suit.
