Summary
No refunds on licenses already bought.
The bill adds a new exemption so Texas residents 70 or older do not need a fishing license to fish in the state's public waters. It touches older Texas anglers and the Parks and Wildlife Department, which loses license sales from that group and owes no refunds on licenses already bought. Starting September 1, 2025, a resident 70 or older can fish public waters without buying a license.
