Summary
Two miles out counts, attendance zone or not. Homeless children count too.
The bill changes who counts as a "regular eligible student" for the state's school transportation money under the Foundation School Program. A student living two or more miles from campus now counts whether or not the student lives inside that campus's attendance zone, and homeless children and youth, as defined by federal law, count too. Districts that bus students who live outside the attendance zone, or who bus homeless students, can claim state transportation funding for those riders starting September 1, 2025.
