Fewer cases where schools owe extra retirement contributions.
This bill widens the cases where a school employer does not have to pay the extra retirement-system contributions normally owed when it rehires a retired teacher or school worker. Employers stay exempt for retirees who retired before September 1, 2005, and they would also be exempt for later retirees if the job fits certain existing return-to-work exceptions and the employer shows the Texas Education Agency it cannot fill the position except with a temporary worker. Starting with the 2025-2026 school year, qualifying districts could rehire those retirees without paying the surcharge, which leaves less money flowing into the Teacher Retirement System for those hires.
