Summary

Protect wellheads and pipelines from weather, cyberattacks and terrorism.

The bill orders the Railroad Commission to write and adopt a comprehensive plan to protect Texas oil and gas infrastructure, such as wellheads and pipelines, from disasters, severe weather, cyberattacks, terrorism, power outages and other threats. It touches the commission, which must adopt the first plan by September 1, 2026, update it from time to time, and may ask stakeholders for input. On the ground, the state gets a written protection plan, but the bill puts no new requirements, penalties or money on pipeline or well operators.
