The bill does only one thing: it moves a population bracket. That pulls a small, specific band of cities into the program. The caption does not say which cities gain eligibility.
Down from 285,500. The caption never says which cities fall in that band.
The bill lowers the city population cutoff for the state's homeless housing and services program from 285,500 to 250,000. That lets the Texas Department of Housing and Community Affairs run the program in more Texas cities, namely those with between 250,000 and 285,500 residents. The department still "may" run the program but is not required to, so the change widens where the program can operate starting September 1, 2025.
