Summary

A veto needs two-thirds of total membership, up from a majority.

The bill makes it harder for the State Board of Education to block a new open-enrollment charter school that the education commissioner proposes to grant. Today a majority of board members present and voting can veto a proposed charter; under this bill, a veto would need two-thirds of the board's total membership. Proposed charters would take effect unless that larger bloc votes no within 90 days, so more charters would likely get through.
