THE TEXT

…“Section 351.152(12) that has a population of 130,000 or more”

Bill text, introduced version (I)

The bill does not open the program to cities in general. It stacks a population floor on top of a cross-reference to one numbered entry in an existing list, which likely narrows the new eligibility to one city. The caption only says "certain municipalities" and never names who that is.

Summary

That city can claim the same tax revenue. The caption says only “certain municipalities.”

The bill adds one more city to an existing Tax Code program that lets certain cities receive tax revenue from businesses located near a hotel and convention center project. The new city is any city already described in a separate list in the hotel tax chapter that also has 130,000 or more people. Once the bill takes effect, which is immediately with a two-thirds vote or September 1, 2025, that city can claim the same tax revenue as the cities already covered.
