The bill bars Texas colleges and universities, public and private, from refusing to issue a transcript to a current or former student solely because that student is in default on a student loan run by the Texas Higher Education Coordinating Board. It also requires that any transcript fee be the same for students in default as for everyone else. Starting September 1, 2025, borrowers behind on state-administered loans can get their transcripts on the same terms as other students.
