Summary

The board waives its fee and pays the vendor’s too.

The bill makes the state teacher certification board waive its own fee and pay the testing vendor's fee for anyone taking a certification exam to teach special education or bilingual education. It touches people seeking those teaching certificates, the certification board, and the private vendor that runs the exams. Starting September 1, 2025, candidates for those two certificates take the exam at no cost to themselves, and the board covers the vendor charge.
