Summary

Governor and Legislative Budget Board approval required for state money.

The bill adds the Texas Commission on Environmental Quality and the Public Utility Commission to the list of state agencies that may issue bonds under the state's law on cooperation agreements with Mexico. It also requires governor and Legislative Budget Board approval for any such agreement that uses state money on projects inside or outside Texas. Finally, it lets any of these bond-issuing agencies set up a way to invest jointly with the North American Development Bank in Texas infrastructure, starting September 1, 2025.
