Summary

Texas still issues two plates. You just hang one.

The bill keeps the rule that Texas issues two license plates for passenger cars and light trucks, but it requires the state's plate rules to let those vehicles display only a rear plate. It touches every driver of a car or light truck, along with the Department of Motor Vehicles and police who enforce plate display. On the ground, the front plate becomes optional for these vehicles, and the existing display offense is rewritten to cover whatever plates the law or rules actually require, starting September 1, 2025.
