THE TEXT

“This Act takes effect only if the United States Congress enacts legislation that becomes law that authorizes the State of Texas to observe daylight saving time year-round.”

Bill text, introduced version (I)

The only duty in the bill waits on an act of Congress with no date, so it may never start at all. The bill says this openly, which keeps confidence moderate.

Summary

Year-round daylight saving time, once Congress says so. No date, so it may never start.

The bill tells Texas to stay on daylight saving time all year instead of switching clocks twice a year. It covers both the central time and mountain time parts of the state. Nothing changes on the ground unless Congress first passes a law allowing a state to do this, and if Congress never does, the bill has no effect.
