Summary

Ask a college to partner. No partner in 90 days? Apply anyway.

The bill lets community-based organizations apply for skills development fund training money without a college partner if they asked a community or technical college or the Texas A&M Engineering Extension Service for a partnership at least 90 days earlier and could not get one. It touches nonprofits and community groups that run job training, the colleges that used to be their required gatekeepers, and the Texas Workforce Commission that hands out the money. On the ground, more groups can compete directly for state training grants, and those offering state-regulated services must still show their license or certification.
