Summary

The off-list purchase language gets struck.

The bill changes how school districts may spend their state instructional materials and technology allotment by removing the words that let them buy instructional materials whether or not those materials are on the State Board of Education's approved list. It touches every Texas school district that spends this allotment, along with the publishers and vendors who sell to them. Starting with the 2025-2026 school year, the general instructional materials line of the allotment covers only state-approved materials, while the separate categories for consumables, bilingual, college prep, supplemental, open education resources, technology and training stay in place.
