Summary

Covers the past 12 months, plus state work that would need federal registration.

The bill expands the question Texas lobbyists must answer on their registration form about foreign-agent status under the federal Foreign Agents Registration Act. Lobbyists registering in Texas must now say whether they are registered as a foreign agent, were required to be at any point in the past 12 months, or did state-level work in the past 12 months that would require federal foreign-agent registration if done at the federal level. Registrations filed on or after September 1, 2025 must carry the broader disclosure, so the public sees more about lobbyists working for foreign principals.
