Summary

New construction and renovation become fundable.

The bill adds construction grants to the list of grant programs the Texas State Library and Archives Commission runs for public libraries. It lets libraries and library systems spend state grant money on new construction, rehabilitation, or renovation of a library or its infrastructure, which current law forbids. Starting September 1, 2025, state library grants can pay for building work, but still not for buying land, buying buildings, or paying old debts.
