Summary

Regular air monitoring for plants running near maximum hourly production.

The bill tells the state environmental commission to set reasonable rules for regular monitoring of air emissions at concrete batch plants that run at or near their maximum hourly production rate under a standard permit. It also tweaks the permit plot-plan rule so it applies to applications to use a standard permit, covering wet batch, dry batch, central mix, permanent, temporary and specialty concrete plants. Concrete plants running near capacity would face new emissions monitoring requirements once the commission writes them, starting from a September 1, 2025 effective date.
