Summary

Rewrites who qualifies for the existing tuition and lab fee waiver.

The bill rewrites who counts as a volunteer firefighter for the existing free-tuition-and-lab-fee benefit in fire science courses at Texas public colleges. Instead of requiring a year of active membership in a department tied to a firefighter retirement system, a volunteer must belong to a department registered with the Texas A&M Forest Service that answers 9-1-1 calls, complete 20 hours of approved annual training, and show up for at least 25 percent of the department's emergencies. Paid firefighters employed by local governments keep the same exemption, and the new volunteer rules apply starting with the fall 2025 semester.
