Summary

Public employers too. Not any bathroom, not just multi-user ones.

The bill requires the State Preservation Board to set up a private, non-bathroom space in the Capitol where the public or employees can express breast milk, and it requires public employers to offer such a space that is not any bathroom, not just a multi-user one. It also requires public employers that build or renovate buildings regularly used by the public to include a public lactation space, and gives state agency employees paid time off once a month to donate breast milk with supervisor approval. Starting September 1, 2025, nursing employees and visitors get dedicated spaces in new or renovated public buildings and the Capitol, and state workers get a monthly paid leave option for milk donation.
