The only operative duty is a study and a report due September 1, 2026. Any real protection for water facilities waits for a future legislature to act on its recommendations.
One report, due September 1, 2026. Any real protection waits for a future legislature.
The bill orders the Texas Commission on Environmental Quality to study ways to protect public drinking water systems and wastewater plants from power outages, severe weather, offenses under Chapter 424 of the Government Code, projected climate change effects and other disruptions. It touches the commission, the drinking water and wastewater facilities it regulates, and any state agencies or interested persons it chooses to consult. Nothing changes at the facilities right away; the commission must send a report with recommendations to the governor and the legislature by September 1, 2026.
