Replaces “indigent” with half area median income or the poverty level.
The bill replaces the vague word "indigent" with a set income test for when a shelter-employed veterinarian may treat an owned animal beyond spaying or neutering. Owners must earn no more than half the area median income or less than the federal poverty level, and must give the shelter proof of that income. Shelters must keep that proof and show it to the State Board of Veterinary Medical Examiners on request, starting September 1, 2025.
