Summary

Doctors and dentists no longer have to join the association first.

The bill lets a self-insurance trust buy professional liability coverage for any doctor or dentist licensed in Texas, not just members of the association that created the trust. It also bars the trust from requiring a doctor or dentist to join that association before it will issue them a professional liability or other insurance contract. Licensed physicians and dentists who are not association members gain access to trust coverage, and the new rules take effect immediately or on September 1, 2025.
