Summary

The state health commission runs the permit program.

The bill orders the state health commission to set up a permit program for selling raw milk and raw milk products, and anyone who offers them for sale in Texas must hold a permit. It touches raw milk farmers and processors, the consumers and cooperatives they sell to, and a new class of 'raw milk coordinators' who resell for producers and must register with the state. On the ground, permit holders can sell directly to consumers, cooperatives or coordinators, coordinators can sell at agreed-upon spots including farmers' markets, and every package must carry a full label and an unpasteurized-milk warning.
