DPS writes them, with a yearly two-hour safety course.
The bill orders the Department of Public Safety, with advice from the Texas Education Agency, to set safety standards and an annual two-hour safety training course for private van services paid to drive students to and from public school. It bars these van operators from carrying students unless they are registered to do business in Texas, carry commercial insurance, meet the new standards, and have every driver complete the training. Starting with the 2026-2027 school year, school districts must tell parents in writing that a student will not be released to such a van service without a signed parent letter naming the operator and confirming the operator is in compliance.
