Summary

Only the governments, though. And no penalty if they take it anyway.

This bill bars Texas public colleges and universities from asking for or taking gifts, grants, or donations from the governments of China, Iran, North Korea, or Russia, or from the government of any country that has given material support to a foreign terrorist organization. It touches every public institution of higher education in the state and lets the Texas Higher Education Coordinating Board write rules to carry it out. Starting September 1, 2025, schools must turn away that money, though the text reaches only government entities and sets no penalty for a violation.
