Summary

Prior service blocks filing a new declaration of candidacy.

The bill bars anyone who has already served as Speaker of the Texas House for two complete regular sessions from filing a declaration of candidacy for speaker with the Texas Ethics Commission. It touches House members who run for speaker, especially a sitting speaker who has already served two full regular sessions. On the ground, a two-term speaker could not file the candidacy paperwork starting September 1, 2025, but the bill does not otherwise change how the House picks its speaker.
