Summary

Records on miscarriage and abortion get state and HIPAA privacy standards.

The bill adds one sentence to the Texas medical records privacy law. It says health care providers and other covered entities must follow state privacy law and federal HIPAA privacy standards whenever someone asks for a patient's records about reproductive care, including miscarriage and abortion. Starting September 1, 2025, those records get the same privacy handling as other protected health information, and the bill names them on purpose.
