Summary

Siblings qualify only if the service member has no spouse or child.

The bill extends the existing state college tuition and fee exemption, which already covers spouses and children of certain fallen, missing or disabled military and Texas National Guard members, to their siblings as well. A sibling qualifies only if the service member has no spouse or child, and the sibling must be classified as a Texas resident when registering. Starting with the 2025 fall semester, eligible siblings can attend public colleges and universities without paying the covered tuition and fees.
