Summary

Following someone from an ATM or bank to steal their cash.

The bill creates a new offense called jugging: watching or targeting someone who withdraws money at an ATM, bank, credit union, or credit services organization, and then following them, or having someone else follow them, with the intent to steal that money. It applies to anyone who does this. The base offense is a state jail felony, rising to a third-degree felony if the person also burglarizes a vehicle and a first-degree felony if robbery or aggravated robbery happens during the offense, starting September 1, 2025.

Creating a new criminal offense may result in an increase in demands upon state and local correctional resources due to a possible increase in the number of individuals placed under supervision in the community or sentenced to a term of confinement. The impact on state correctional populations or on the demand for state correctional resources cannot be determined due to the lack of data to estimate the prevalence of conduct outlined in the bill's provisions that would be subject to criminal penalties.
