Summary

Plates required. Interstates still off-limits.

The bill lets people drive side-by-side recreational off-highway vehicles and utility vehicles on public highways with posted speed limits of 65 miles per hour or less. It touches owners and operators of those vehicles, but only when the vehicle displays a license plate issued under an existing section, and it keeps them off interstates and limited access highways. On the ground, these vehicles can legally run on many more roads than current rules allow, starting right away or on September 1, 2025.
