Bill text, introduced version (I)

A county that borders Mexico and also contains a city of more than 500,000 people narrows the stricter voter-only rule to a very small number of counties. The caption says only "certain" districts, which partly discloses how narrow the bill is.

Summary

Border county with a 500,000+ city? Directors must be registered voters living in the district.

The bill adds a minimum age of 18 for anyone serving on a municipal utility district board statewide. It also sets a stricter rule for districts in a border county that has a city of more than 500,000 people: there, a board member must be a registered voter living in the district, and owning taxable land in the district no longer qualifies a person. Current board members finish their terms, and the new rules apply to people elected or appointed on or after September 1, 2025.
