Summary

Four percent off for paying in full by February 15.

The bill gives a school district a four percent discount on its recapture payment for buying attendance credit if it pays the full amount early. To get it, a district must choose the lump-sum payment option in Section 49.154(a)(2) and pay in full by February 15 of that school year. Property-wealthy districts that pay recapture get a way to cut the bill, and the state collects less recapture money in exchange for getting it sooner.
