The bill requires public housing authorities to put a tenant's rent payment toward current or past-due rent first, before using any of it to cover other fees, maintenance charges or utility charges. It touches public housing authorities in Texas and the tenants who live in their housing. On the ground, a tenant's payment can no longer be swept into side fees first in a way that leaves the rent itself unpaid, starting September 1, 2025.
