Summary
Inactive 10 straight years, no bond debt? The commission must dissolve it.
The bill tells the state environmental commission it must dissolve any water or special district that has been inactive for 10 or more straight years and owes no bond debt, while keeping the option to dissolve districts inactive for 5 to 10 years. It touches dormant special districts across Texas and the commission that oversees them. On the ground, the commission must start dissolving the long-dormant, debt-free districts right away and finish within 180 days after September 1, 2025.
