THE TEXT

…“with a population of more than 600,000 that is adjacent to a county”…

Bill text, introduced version (I)

The new population-and-adjacency bracket reaches only the few mid-size counties next to the state's largest county, not counties statewide. The caption's word "certain counties" does disclose that the bill is narrow, so confidence stays moderate.

Summary

Over 600,000 people, next to a county of four million-plus. Very “certain counties.”

The bill lets one more kind of county regulate roadside and parking-lot vendors and people asking for money. It adds counties with more than 600,000 people that sit next to a county with more than four million people, alongside the counties over 1.3 million already listed. In those counties, the commissioners court can pass orders controlling food, merchandise and live-animal sales, vendor structures, and solicitation on roads, rights-of-way and parking lots outside city limits.
